DEAR GOANS & ALL READERS ------- Mr. Floriano Lobo is in ICU again after a bypass. He started bleeding so they pulled him back into OT at 2.30 am and opened him again to remove several clots. Meantime his BP and pulse was so low they had to revive him by electric shocks. His condition is still critical though he is better now. Blood arranged. 10 donors gave blood. He is out of danger now. Panjim CJM Reserves Orders On Closure Reports In Criminal Cases Against Two Former Bureaucrats

Panjim: Panjim Chief Judicial Magistrate Pooja Kavlekar today after hearing arguments reserved for 21st July her orders on the two closure reports filed by the Panjim Police in cases that were booked against d Goa’s two former senior bureaucrats. The Panjim police in their reports have sort to close the cases which today was strongly opposed by the complainant Adv. Aires Rodrigues.
 
Acting on a complaint filed by Adv. Aires Rodrigues the Panjim Police on 1st September 2008 registered an F.I.R under sections 406, 468, 420, 120-B read with 34 of the Indian Penal Code against then Urban Development Secretary R.P.Pal and his wife Putul Pal for having criminally conspired with officials enabling Mrs. Pal to draw Rs 147 a day from September 2006 as a daily wages sweeper at the Corporation of City of Panjim. The amount was being drawn by Mrs. Pal in the name of one Rakeshwari Hannur who never worked at the CCP. Within months of an F.I.R being registered against him, Mr. R.P. Pal was elevated as an IAS officer and transferred to Pondicherry.
 
After 7 years the Panjim Police in February 2015 filed a closure report stating Mrs. Putul Pal is in Pondicherry and that Rakeshwari Hannur was not traceable. The police further stated that the required special type of filter and forensic light courses were also not available with the Finger Print Bureau.
 
In the other case the Panjim Police acting on a complaint filed by Adv. Aires Rodrigues on 8th July 2010 registered an F.I. R under sections 419, 468,469, 471 and 420 of Indian Penal Code against the then Labour Commissioner Fatima Rodrigues. Adv. Rodrigues in his complaint had stated that Fatima Rodrigues fabricated his letter head to make a representation dated 10th June 2010 to the Chief Minister in his name that she be promoted to the post of Labour Commissioner from the post of Deputy Labour Commissioner that she was occupying.
 
In May 2015 while seeking to close the case after five years the Panjim Police in its closure report has stated that though the complaint filed by Adv. Rodrigues against Fatima Rodrigues who has now retired as Labour Commissioner is true, the original fabricated letterhead could not be traced in the Chief Minister’s office. Adv. Aires Rodrigues today argued before Judge Kavlekar that the police in violation of law had vitiated the entire investigation in both cases only to shield the accused officers.
 
Urging the Court to take a serious view of the offences committed by the two now retired officers, Adv. Rodrigues relying on various Supreme Court judgments further argued that unless some officers are punished it would not set a deterrent to other officers from indulging in corruption and other criminal acts.  Seeking that the Court reject both the closure reports filed by the Panjim Police, Adv. Rodrigues urged the Court to direct the Panjim Police to further investigate both the cases and that the Court also monitor the investigation.
