PANJIM: Goa police on Saturday evening made their second arrest in the murder of Nigerian Obada Uzoma Simeon. Praveen Manohar Mandrekar, a resident of Assagao, was arrested by Mapusa police. He was believed to have been on the run ever since the murder on October 30.
